Incident at 40 W of Whitehorse, YT (Public complaint)

Summary

1997-06-19: Jesse 99 was westbound on NCA 13 at FL 280 while JAL 6012 was eastbound on the same airway at FL 290. The two a/c passed each other 40 miles west of Whitehorse at 2203Z and the pilot of Jesse 99 complained that the other a/c was too close. The controller confirmed that both a/c were level at their assigned altitudes and there was no loss of separation. Traffic information had not been passed to the a/c because of demands of other a/c in different sectors.
