Incident at Medicine Hat, AB

1997-05-06: C-GWJL, a Cessna 172, and C-GUHY were both in a left-hand circuit for Runway 21, with the C172 ahead of the Mooney. The pilot of the Mooney advised that he had visual contact with the C172 when the Mooney entered the downwind leg. The C172 intended to do a touch and go and the Mooney was observed to be following the C172 very closely in the pattern. The C172 touched down on Runway 21 about 3000 feet from the threshold of the runway when the Mooney was seen over the threshold of the same runway. The FSS reconfirmed with the pilot of the Mooney that he had visual contact with the C172. The C172 exited the runway at the intersection of Runway 09/27 and the Mooney came well within 300 feet of the C172 before the C172 was clear of the runway. The pilot of the Mooney appears to be in violation of CAR 602.21 (Avoidance of Collision).
