Incident at 63N / 80W in Edmonton FIR

Summary

1997-04-21: N805JW, an Israeli Aircraft Industries 1125 Astra executive a/c was on a flight plan from Portland, Oregon to Iqaluit, NWT and was cleared to Iqaluit at FL370. The pilot reported at 63N / 80W at FL410. Edmonton, Winnipeg and Montreal ACC's all showed FL370 as the altitude to which the a/c was cleared. Montreal ACC questioned the pilot through the FSS and were told that because the pilot had flight planned a climb to FL410 after 90W, he just went ahead and did the climb without ATC clearance. No separation problems were created by the a/c, however Edmonton and Montreal ACC's will be submitting reports and applicable audios to Winnipeg ACC for analysis. Investigation is ongoing to determine whether to file a regulatory infraction.
