Incident at Iqaluit, NWT (ATS operating irregularity)


1997-03-24: The aircraft was enroute Iqaluit from Nanisivik when the pilot advised his ETA and requested the latest weather observation. At 1533Z Air Radio requested the position of BFF200. The pilot reported that he was 33 DME with an estimate of 11 minutes. Since there was a vehicle on the runway the vehicle operator cleared the active runway at 1537Z. At 1543Z there was no further update from the aircraft. The Air Radio operator tried to raise the aircraft on the mandatory frequency, but did not receive a response. Air Radio then called the aircraft on frequency 126.7. The pilot then advised Air Radio that he was 4.5 miles on final approach for runway 18. Airport advisory was provided. The aircraft landed and reported clear of the runway at 1547Z. Air Radio personnel reminded the pilot of the procedures for VFR arrival and that a report would be filed. The pilot acknowledged.
