Incident at Charlottetown

Summary

1999-05-12: ATL 431 DH8 departed CYYG at 1918Z. Communications tape reviews at Moncton ACC and Charlottetown FSS indicate the pilot was initially cleared to 10,000 feet as per flight plan. A/C readback 12,000 ft on initial readback to FSS and this readback was missed due to vehicle traffic also transmitting. A/C checked in with Moncton ACC and reported climbing to 12,000 ft, which was also missed due to traffic congestion on other frequencies monitored by controller. Error was first noticed when aircraft was observed level at 12,000 ft and was queried as why. No other traffic was involved.
