Incident at Moncton NB (ATS operating irregularity)

Summary

1997-12-04: MAL7054 B727 Halifax to Moncton was being radar vectored for an ILS 06 from the south. The aircraft was cleared to 2100 ft. as he descended through 3700 ft. apprx 2/3 miles south of the northern edge of the 3000 ft MRVA area depicted on the Moncton terminal radar map. The aircraft reported level at 2100 ft apprx 40 seconds after the clearance was issued and apprx 50 seconds later reported a ground proximity warning and climbed to 3500 ft. Nil TSB Update: Subsequent investigation using RDPS DRF playback indicates an operating irregularity occurred in that the aircraft was cleared below the Minimum Radar Vectoring atlitude for the airspace in which he was flying. TSB and Nav Can Regional personnel advised.
