Incident at North of Halifax Intl.

Summary

1997-08-05: CFDYL C550 enroute Montreal to Trenton NS, was cleared to desend to 11,000. South bound traffic (ATL431) was identified at 10,000 . As the aircraft were passing, FDYL was observed below 11,000 and altitude 11,000 was restated. CFDYL climbed back to 11,000. ATL431 had CFDYL in sight. Lowest altitude observed was 10,600 with less than 5 miles between aircraft. Pilot called the Low Level Supervisor to explain the occurrence. TSB Advised.
