Incident at Fredericton, NB

Summary

1997-06-26: FTVH departed Fredericton VFR to Sherbrooke 1730Z. Aircraft returned due weather approx 1900Z. Received Special VFR approval to land Fredericton. Pilot wasn't able to get into Fredericton and was told to leave the zone, maintain VFR and SVFR would be approved in 30 minutes (due to IFR traffic). A short break in traffic occurred and SVFR was approved for 10 minutes. Aircraft couldn't find the airport and advised was proceeding to Weyman Field. After exiting the zone, the aircraft observed another flight landing and advised he was returning to Fredericton. Moncton ACC advised that the SVFR time had expired and FTVH would have to wait outside the zone. Pilot declared an emergency and landed at 1938Z. An Air Canada flight had the approach clearance cancelled to accommodate the emergency and ATL440 may have been slightly delayed.
