Incident at Stephenville NFLD (Aerodrome - visual aids)

Summary

1997-02-18: Visibility at Stephenville at 1418Z was 1/2 mile and decreased to 3/8 at 1426Z. Pilot requested lights on level 5 intensity. RVR with lights on intensity 5 was 2000 feet. Aircraft reported final at 1428Z. Lights were inadvertantly reset to level 1 due to radio transmissions. Aircraft advised missed approach at 1436Z. Lights were reset to level 5. When requesting pilot's intentions, lights were again reset to level 1 intensity. It appears that the problem arises with short calls of the form "callup-reply-response". The lighting setup at Stephenville is when level 4 intensity is obtained using the ARCAL, St. John's FSS can switch lights to level 5 intensity. Three further key clicks on the ARCAL will reset the lighting to low, level 1 intensity.
