Summary
1997-01-02: GRO602 MD80 Puerto Vallarta to Kelowna, was cleared to Kelowna for an approach. The aircraft descended to 10,000 feet then climbed to 16,000 without a clerarance. Aircraft then requested a clearance to Spokane, Washington. While enroute to Spokane, the aircraft elected to turn around and proceed back to Kelowna.
