Incident at Bellingham VOR, Washington
Summary
1997-10-21: The aircraft was climbing enroute from Victoria to Toronto and was passing 9200' ASL over the Bellingham VOR. At the same time, an Air BC DHC-8 (ABL546) from Seattle was descending near Bellingham into Vancouver. Both aircraft were in Canadian controlled airspace. Vancouver ACC was monitoring, and had passed traffic to aircraft , but lateral spacing was unintentionally reduced to 2.8 miles in an area where 3 miles was required. Both aircraft were in VMC and saw each other.
