1997-01-29: CDR1366 cleared for approach to Kamloops was observed descending through 8000'. Controller gave GMSL 8000' hold at KA NDB. CDR1366 levelled at 7600' prior to reaching KA NDB. CDR1366 received a TCAS alert regarding traffic passing 400' above.
