Incident at VANCOUVER INTL BC (CYVR) (Conflict - loss of separation)


1997-01-29: ABL616 (Dash 8) had departed Vancouver for Penticton and was cleared to 17,000 feet. SPR410 (Metro III), departed Vancouver 2 minutes after and was cleared to FL190 enroute Kelowna. The departure controller issued a speed restriction to SPR410 due to the slower Dash 8 ahead. At 20 miles out, SPR410 was 2500 feet above the Dash 8, so the controller cancelled the speed restriction allowing SPR410 to accelerate to enroute speed hence reducing the rate of climb, while the Dash 8 continued to climb at a higher rate. When the 2 aircraft were 30 miles out, SPR410 came within 1 mile of the Dash 8 and 500 feet vertical, (as SPR410 was over-taking the Dash 8) where 3 miles or 1000 vertical feet is required. The controller stopped the climb of the Dash 8 until the required spacing was regained.
