Incident at VANCOUVER (ATS operating irregularity)
Summary
1997-01-31: CDR1211 was 1/2 mile and 100' vertical with the VFR aircraft before establishing visual contact. Vancouver Tower reported the VFR aircraft had CDR 1211 in sight for 2 miles and was providing VFR separation. The terminal departure controller had not been advised of the VFR Separation.
