Incident at Prince Rupert (Aerodrome - visual aids)
Summary
1996-02-13: CDN 560 was unable to contact ATC for approach clearance into Terrace. Terrace FSS relayed clearance. Later, CDN 560 departed for Prince Rupert. On approach he reported Tugwell inbound unable to to activate ARCAL. CDN 560 then reported on missed approach. On the subsequent approach the lights were successfully activated but only on low. CDN reported making several calls to FSS on 122.5. Nothing was heard by FSS - the tape log confirms this - On departure CDN 560 was unable to activate ARCAL and later it was activated by Terrace FSS.
