Summary

1996-01-22: The Dash 8 departed Victoria using the "Mill Bay" SID, and was given radar vectors to 350 degrees and instructed to maintain 3,500'. Shortly after, the crew received a GPWS alert at 3,500'. This occurred at night in IMC; there was no conflicting traffic. The Minimum Vectoring Altitude for this area was 3,500'.
