Incident at WILLIAMS LAKE

Summary

1996-01-27: Williams Lake FSS observed the Cessna 182 taxi out, backtrack and depart Runway 29 with no radio contact with FSS. FSS attempted to get the attention of the pilot by flashing runway lights, and attempted radio contact all frequencies with no success. No other traffic at the time. Pilot called and advised he attempted radio contact prior to departure but unable. He had just bought the aircraft and was not yet familiar with the correct operation of the communications equipment.
