. At 1941:10Z, Staff 20 requested to go on to runway 11/29. Thunder Bay F.S.S. advised the operator to proceed and gave the vehicle an IFR estimate of eight (8) minutes. At 1944:55Z, BLS342
reported final runway 11 and was advised of the vehicle. At 1945:05Z, the vehicle was requested to exit the runway. At 1945:25Z, BLS342
advised they were 1.5 miles final and had the vehicle in sight. At 1945:47Z, the vehicle operator reported that the vehicle was off the runway. At 1945:56Z, the flight crew advised that the vehicle was off the runway. At 1947Z, the flight crew reported that the aircraft was down and clear of the runway. The first contact with BLS342
by Thunder Bay F.S.S. was the final call at 1944:55Z. The pilot stated he was turned over at 20 miles back and received the advisory from a male voice. However, the female F.S.S. operator had been at the position the entire time. The pilot thought he possibly received the advisory from ACC having made a mistake on selecting the frequency.
