Incident at Kapuskasing, Ontario (Incursion - runway - vehicle, ATS operating irregularity)
Summary
1997-02-20: Airport Manager reported that at some time prior to 1925Z, he has a recording of CMS3 making a broadcast on the Mandatory Frequency (MF). At 1928Z, an equipment operator entered his vehicle and broadcast his intentions to proceed onto runway 17/35. There was no reply and the vehicle proceeded onto the runway. The operator noticed the aircraft at the threshold of 35, immediately broadcast he was leaving the runway and left the runway. CMS3 had contacted Timmins FSS at 1925:11 and advised he was taxiing out for departure runway 35. The Timmins specialist obtained a clearance and passed that to CMS3. AT 1928:18, the pilot was advised, and acknowledge, to broadcast his intentions of the MF. AT 1928:47, the vehicle operator is heard broadcasting his intention to proceed onto 17/35. There is no reply and the vehicle operator broadcasts that he is proceeding. Nothing further is recorded on the MF as it was deselected. The Airport Manager reported that the pilot reported rolling for departure on the MF. Ops. Impact -- unknown.
