Summary
1998-01-22: RDPS failure, caused by an aircraft with a radio failure. Ops. Impact -- numerous delays, as follows: 15 aircraft held an average of 10 minutes; ground stop at YUL, YOW and YXU from 1340-1415Z; departures at LBPIA stopped between 1341-1353Z; RDPS initially affected NFDPS also - not all the flight plans came back.
