Incident at TORONTO / LESTER B. PEARSON INTL ON (CYYZ) (ATS operating irregularity)
1996-10-07: ACA109 was inbound to Toronto, IFR from Montreal. ACA109 was cleared for descent to 9000' by the Toronto arrival controller. ACA733 (Air Canada EA32) was inbound to Toronto, IFR from Newark and was cleared to descend to 9000'. As ACA109 was nearing 9000', the controller cleared the flight to 8000'. ACA109 levelled momentarily at 9000' while the controller was occupied with a radio transmission from another flight, which delayed his transmission of instructions to ACA109 to expedite the descent. IFR separation was reduced to a mile and three quarters laterally and 500' vertically where three miles or 1000' is required. Ops. Impact -- unknown. From a TSB Initial Notification.
