Incident at KAPUSKASING ON (CYYU) (Incursion - runway - vehicle, Communication navigation surveillance/air traffic system)
Summary
1996-09-30: The flight crew of the aircraft (C-FYRH, operating as CRQ101) called Timmins F.S.S. at 1117Z requesting an IFR clearance from Hearst (Réné Fontain) Municipal Airport (CYHF) to Kapuskasing Airport (CYYU). The latest Kapuskasing weather was passed, along with an IFR clearance. At 1126Z, the flight crew reported their position as 20NM out and estimating in eight (8) minutes. At 1127Z, Timmins F.S.S. requested that CRQ101 go to the mandatory frequency and broadcast their intentions. At 1139Z, Timmins F.S.S. called CRQ101 and requested their position, which was reported as 9NM on the procedure turn. According to the Kapuskasing Airport Manager, CRQ101 broadcast their intentions on the mandatory frequency. Shortly after, Telecom 61 (driven by a Timmins technician) broadcast his intention to proceed onto runway 17/35. CRQ101 never responded to this broadcast. As Telecom 61 was about to proceed onto the runway, the Maintenance Supervisor in Kapusakasing advised the driver of Telecom 61 that an aircraft was on short final. Telecom 61 then stopped short of the runway. CRQ101 landed safely 30 seconds later at 1146Z. Ops. impact -- unknown.
