Incident at TORONTO / BILLY BISHOP TORONTO CITY AIRPORT ON (CYTZ)

1996-08-29: In preparation for the Canadian National Exhibition annual airshow, the airspace within a five mile radius of the airshow centre stage (essentially the entire Toronto City Centre control zone) was NOTAMmed closed (while the Snowbirds aerial display team practised). Toronto Satellite Control advised Toronto City Centre ATC of C-FIXD who was nine miles south heading towards the restricted area. Toronto City Centre Tower attempted to reach the pilot of C-FIXD numerous times unsuccessfully. After C-FIXD penetrated the restricted area, Toronto Satellite controllers established communication and advised C-FIXD to clear the area to the east. C-FIXD orbited east of the restricted area, occasionally re-entering the restricted area. Radio communication to C-FIXD became intermittent while both Toronto City Centre ATC and Toronto Satellite ATC tried to communicate. Eventually, around the same time the Snowbirds left the airspace, C-FIXD landed in the Harbour inside the Toronto City Centre control zone. Ops. impact -- high controller workload.
