Incident at near Toronto (City Centre) Airport (Conflict - near collision (VFR or IFR), ATS operating irregularity)
Summary
1996-08-15: Approximately seven (7) miles east of Toronto (City Centre) Airport (CYTZ), the controller asked the pilot of C-GGNJ for its altitude and was advised that they were at 2,400 feet ASL. C-GGNJ then reported clearing Toronto (City Centre)'s zone. The controller passed traffic information immediately to C-GGNJ. F-OHBU was then passed traffic at 12 o'clock, 2,400 feet. As the traffic approached each other, traffic information is once more passed to F-OHBU. The crew of both aircraft saw their traffic within one quarter of a mile and each altered their course to avoid the risk of collision. Both aircraft were outside the Toronto (City Centre) zone when F-OHBU checked in. The traffic passed each other approximately seven (7) miles east of Toronto City Centre Airport (which has a five (5) mile control zone). The pilots of both aircraft were interviewed as well as the controller. The tower tape was removed and listened to in order to confirm the above information. Ops. impact -- none. 2 S.O.B. on C-GGNJ and 3 S.O.B. on F-OHBU; no injuries. The TBM700 (F-OHBU) is owned by SLX Aviation.
