Incident at West of Kingston, Ontario (ATS operating irregularity)

Summary

1996-08-14: CDR 1978, a deHavilland Dash-8 operated by Canadian Regional East, had departed Toronto (LBPIA) and was on vectors for a visual approach at Kingston. NTM222, a Swearingen Metro III operated by North American Airlines Ltd., had departed Kingston for Hamilton on a heading for Oshawa. It was reported that approximately 25 nautical miles west of Kingston, there was less than the required separation (five nautical miles or 1,000 feet). Ops. impact -- none.
