Summary
1996-08-06: C-FHLO Learjet 35A Samaritan Air Service Ltd. The Learjet departed runway 25 at Ottawa (M-CIA) (CYOW) bound for Montréal International (Dorval) Airport (CYUL). The aircraft was cleared to 5,000 feet and was being vectored on a heading of about 220 degrees. The Mooney was on a VFR flight from Lachute Airport (CSE4) to Port Huron, MI (U.S.A.) (KPHN) on top of an undercast ceiling. ATC provided traffic information to the Learjet crew on the Mooney, indicating it was at 12:00 o'clock, one mile, indicating 4,700 feet. The Learjet crew responded immediately that they had the traffic. The aircraft passed each other with approximately 300 feet vertical separation and less than one-half mile lateral separation, about 12 miles southeast of Ottawa (M-CIA). ATC was conducting controller training at the time.
