Incident at Collingwood area


1998-04-24: The aircraft was on an IFR flight from Bagotville (Québec) to Collingwood (Ontario). The pilot cancelled his IFR clearance at approximately 1620Z. At approximately 1640Z, the pilot contacted Toronto Centre, Simcoe Sector, requesting clearance to North Bay. The pilot then declared an emergency due to low fuel. The controller gave the pilot Muskoka Airport information and the pilot elected to divert ot Muskoka, landing safely at 1654Z. Ops. impact -- none. Notes: due to the shortness of the runway at Collingwood, the runway must be dry and the aircraft sufficiently low on fuel in order not to overrun the runway on landing. After orbiting in the Collingwood area to burn off fuel, the pilot observed a rain shower over the field (giving reduced visibility and making the runway wet) while on final approach. The pilot climbed, contacted Toronto Centre and requested a diversion to North Bay (unsure of conditions at Muskoka) and indicated the low fuel situation. The controller quickly worked with Flight Service staff and the ACC Shift Manager to provide additional options for the pilot.
