Summary
1996-06-23: During high traffic period, C-GZYO reported orbiting two miles north of the airport at 2000' ASL. Pilot acknowledged that he entered the control zone without a clearance. His reasoning was that he was unable to establish two-way communication due to congestion on the frequency. C-GZYO was then given instructions and landed without incident. Ops. Impact -- unknown.
