Summary
1996-05-04: Toronto (Buttonville) F.S.S. staff initiated a communications search for C-GYAN (possibly stolen) on 121.5. COA196 offered assistance from an airborne position and Toronto (Buttonville) F.S.S. got COA196 involved. Concern was raised due to the length of this search, the use of 121.5, the inability to mute 121.5 in the control tower (124.8 not audible) and possible compromise to safety. Ops. impact -- a breakdown of control in Buttonville's control zone.
