Incident at TORONTO / LESTER B. PEARSON INTL ON (CYYZ) (Aerodrome - power failure)
Summary
1996-03-19: A power failure resulted in the loss of radar, navigation and communication systems at the Toronto ACC. The standby generators failed to activate because the hydro monitoring system was not set up to check for this type of failure (phase "C" of the hydro input). Diesel generators were subsequently started manually with various systems slowly brought back on-line. Ops. impact -- numerous delays to multiple aircraft. Note: no CADORS information received from Toronto ACC staff or regional ATS staff until requested the following day.
