Incident at TORONTO / LESTER B. PEARSON INTL ON (CYYZ)

Summary

1996-01-15: While in cruise flight at FL390 over New York, the crew noted excessive N1 vibration on the number 1 engine. Power was reduced to bring the vibration to an acceptable level. With the power reduced, the aircraft could no longer maintain FL390. The crew declared an emergency and descended to FL350. The flight continued and landed without incident in Toronto. Inspection revealed about 50% of the blade annulus filler seals were displaced. The displacement is caused by centrifugal loading. The resultant hard contact pushes the blade out of position and unbalances the rotor. Service Bulletin 72-B106 details a maintenance procedure to eliminate this source of pop-up N1 vibrations. Ops.
