1996-12-09: The pilot of C-FXCN who was on an IFR flight plan from Winnipeg to St. Brieux, Saskatchewan at FL200 elected to descend without authorization so that he could land visually. It was reported that the pilot assumed that he was in uncontrolled airspace and therefore did not need a clearance to descend.
