Incident at Winnipeg, Manitoba (Incursion - runway - aircraft)
Summary
1996-12-06: PAG611T (SW4) which was on a local IFR training flight had been cleared for an ILS to runway 13 and the crew had reported a 1.5 mile final. The aircraft had been cleared to land when MNS 569, a PA31, taxied across runway 13 at the intersection of 36. This aircraft was taxiing for a routine charter flight to The Pas. It was reported that MNS569 had been instructed to hold short of runway 13 and the pilot had read back the instructions. No risk of collision existed. Weather at 1500Z was 170 at 12 knots, 2 1/2 BR 400 overcast 7/8 dewpoint and temperature.
