Summary

1996-11-25: The aircraft was enroute Whitehorse IFR from Vancouver at FL220. The crew descended to 12,000 feet without clearance. A Canadian 737 had departed Whitehorse enroute Vancouver which caused a potential conflict in traffic. The pilot of CYS991suggested to ATC at Edmonton that he thought he was in uncontrolled airspace.
