Incident at Thompson, Manitoba

Summary

1996-10-28: The aircraft had been cleared for ILS DME approach to runway 05 at Thompson. The aircraft was observed breaking out of cloud approximately over the threshold of runway 23 at which point the pilot commenced a missed approach. The pilot advised FSS that he was experiencing navigational problems. The pilot then requested a NDB approach for 05. The aircraft was then observed breaking out of cloud approximately 1 1/2 - 2 NM south and parallel to the runway. The pilot requested to circle for a landing on 05. The aircraft crossed overhead the tower cap at a low altitude and landed on 05 at 1813Z. WX YTH SA 1800 B6 OVC 3S-F. Aircraft ceiling 1835 A3 OVC 3S-F. Navigational equipment at Thompson Airport reported normal.
