Incident at Regina, Saskatchewan (ATS operating irregularity)

Summary

1996-10-21: An operating irregularity occurred between Air Canada 188 , a DC9, which was inbound to Regina IFR from Calgary. The aircraft was on a left hand visual apporach to runway 31. C-FSRZ was on a local VFR flight at Regina. This aircraft was on a left hand downwind to runway 31. ACA188 had been cleared to the Regina Airport for a left hand visual to runway 31 and was to maintain 4000' until established on final approach. The crew of Air Canada 188 read back the clearance including the restriction to the TCU at Regina. Air Canada 188 changed to tower frequency when the aircraft was 6 miles west of the airport. The pilot of C-FSRZ was on a downwind left hand, to runway 31 at 3000'. The crew of Air Canada 188 descended below 4000' when they were downwind and turned left base leaving 3600 feet. On the base leg the crew of ACA188 received a TCAS alert and climbed from 3200' to 4000'. Both aircraft passed each other with approximately one half mile lateral separation and 300' vertical separation. TSB are evaluating. Winnipeg ACC may conduct a fact finding board. See 96C0435
