Incident at 75 NM NE Big Trout Lake, Ontario (ATS operating irregularity)

Summary

1996-10-07: An operating irregularity occurred between SWR106 a MD11 which was enroute from Zurich to Los Angeles at FL350 and ANZ2 a Boeing 747 which was enroute from Los Angeles to London Heathrow also at FL350. The aircraft were proceeding in opposite directions. Montreal ACC had originally passed SWR106 to Winnipeg ACC at FL310 but did not pass any altitude revisions for this flight. The Winnipeg North High Data Controller received a position report from the crew of SWR106 through Montreal FSS but did not notice the altitude error at the time. When the crew of SWR106 made initial contact with Winnipeg, the error was noticed and the aircraft was given descent clearance to FL330. There was loss of separation as the required 2000 feet of vertical separation was achieved 10 minutes prior to their estimated passing time. No further action.
