Incident at Winnipeg, Manitoba
Summary
1996-08-19: Air France (AFR081) was IFR San Francisco-Churchill-NCAE-66N060W flight planned route to Paris Orly Edmonton ACC had the estimate from Winnipeg for crossing 80W at 0352 FL330. Edmonton called Winnipeg to see if AFR081 was able to FL350. The flight was beyond VHF range of Winnipeg ACC frequencies at Churchill. The inquiry was relayed through a Virgin Air Flight (VIR020). The response was that AFR081 was able FL350. An IFR clearance was issued to AFR081 to maintain FL350 to Cross 80 West level at FL350. This clearance was relayed through VIR020. VIR020 was heard to request the flight to report level FL350 and he would relay the report back to Winnipeg. AFR081 reported by 80W to Edmonton ACC at FL330 and when asked about the clearance AFR081 reported he did not have a clearance. Edmonton ACC reported that this was not a problem.
