Incident at Churchill, Manitoba

1996-07-15: The pilot of C-FXFD (C172) filed a VFR flight plan with Baker Lake Air Radio a VFR routing to Churchill. Although C-FRRT (C172) did not file a flight plan it was noted that both aircraft would be flying in formation to Churchill. At 2228Z both aircraft had landed on a road inside the Churchill control zone because of poor weather. Both aircraft landed without further incident. The RCMP were advised. On July 16, 1996 at 1618Z the RCMP advised Air Radio that the pilot of C-FXFD would be departing from the highway in the vicinity of the townsite and that the road would be closed for his departure. At 1626Z the pilot advised Air Radio that he was airborne and inbound to the airport. The pilot did not file a flight plan nor did he communicate with the Air Operator by telephone. The aircraft landed without further incident at Churchill. C-FRRT departed 6 DME from the airport with intention to land at Churchill. The pilot was advised that the weather was below minima, however, the pilot advised Air Radio that runway 15/33 was visible from his present position and he was landing. Central Region Enforcement branch are presently investigating the above occurrences. Both aircraft were flown to Lynn Lake. Information just received indicate that both aircraft are now in La Ronge.
