Incident at SASKATOON, SASKATCHEWAN (ATS operating irregularity)
1996-07-07: Air Canada 183, a DC9 was inbound to Saskatoon from Winnipeg with an ETA of 2355Z. CDR1129, a F28 departed Saskatoon at 2342Z off runway 29 enroute Winnipeg. Saskatoon terminal control identified CDN1129 at 2343Z and cleared the flight to FL290 to maintain runway heading. The crew of Air Canada 183 contacted terminal control at 2344Z out of 14.6 for 6000. ACA183 was further cleared to 4000. The controller advised the crew of a couple of weather cells on the approach to the active runway which was 33. The pilot advised that they would advise closer to the airport if a deviation was necessary. The terminal controller was initiating a briefing to his relief (person) when at 2346Z the Saskatoon tower controller inquired about the position of CDR1129. The terminal controller issued turns to both CDR1129 and ACA183. Radar data analysis revealed that the secondary transponder target and the accompanying data tag for CDR1129 appeared for the first time at this point (2347Z). CDR1129 was 900 feet above ACA183 with the aircraft 7.42 miles apart on basically reciprocal tracks. Five seconds the altitude was 13000 feet and a distance 6.6 miles. The terminal controller was subsequently removed from duty. TSB are evaluating, ACC will determine whether or not a fact finding board will be held.
