Incident at Vicinity Flin Flon, Manitoba (ATS operating irregularity)


1996-06-20: N5745V, a Beech 35, was proceeding CYWG A13 CYQD CYFO direct Jan Lake estimated over CYQD 1811Z, 6 thousand. At 1753Z, N5745V established direct radio contact with the La Ronge Sector controller. The pilot indicated he would be requesting descent over CYQD. La Ronge sector was very busy and the north low data controller was assisting La Ronge with some of the data work. At 1759Z, N5745V reported by CYQD 12 minutes early and was cleared "out of controlled airspace in the vicinity of Jan Lake" by the La Ronge sector controller. This controller marked the flight progress strip at Jan Lake to reflect this clearance but the strip at CYFO did not get amended. At 1806Z the north low data controller took a call from WG FSS with an airfile request from N205CT, a Cessna 205, 12 miles southeast of CYFO. N205CT was at 2300 feet requesting an approach clearance into CYFO. The north low data controller checked the potential traffic posted at CYFO and believing there was longitudinal and vertical separation from N5745V, cleared N205CT for the approach. The strip for N205CT was posted under the CYFO header where at 1807Z it was noticed by the La Ronge sector controller. A quick check of altitudes and distances revealed N5745V had descended initially to 3 thousand, 22 miles northwest of CYQD (25 miles southeast of CYFO), then down to 2800 feet. At the time N205CT was approximately 4.5 miles southeast of CYFO at 2300 feet. At 1810Z N5745V reported VFR conditions and cancelled IFR.
