Incident at Dryden, Ontario (ATS operating irregularity)
1996-06-20: ACA198 (EA320) departed Winipeg enroute Toronto via Dryden. It was cleared to flight level 330. CDN127, a DC-10 had departed Toronto T473 Hagle flight plan route to PHML (Hong Kong) at flight level 310. The estimate of Canadian 127 was not passed from the Dryden specialty to the east specialty as a result Air Canada 198 was cleared to flight level 330 thru flight level 310. The confliction was noticed by the ATC supervisor when the flights were approximately 15 - 20 miles apart. Air Canada 198 was recleared to FL 290 when he was passing FL 292. The flights passed abeam each other with 2000 feet and 5.16 miles separation. Although a separation in the end existed, it was not assured initially. TSB are evaluating. A fact finding board may be called.
