Incident at 4 NM NE Southport Airport, MB (Conflict - IFR & VFR)


1996-04-12: An operating irregularity occurred in the vicinity of ""Grabber Green"" a training area located four NM Northeast of Portage La Prairie. A corporate Westwind IAI 1124 aircraft, registration C-GRDP was on a VFR flight from Winnipeg to Southport. When the aircraft was 10 miles out, the Southport Tower Controller cleared the Westwind to join the left-hand circuit for runway 13 right. The circuit height for runway 13R Southport is 1900 Feet ASL. A short time later, Ranger 67, a Military Bell 206 helicopter that had been working an area to the north, requested clearance to Grabber Green. The Tower Controller granted the clearance but did not advise that there was other traffic in the area. In the vicinity of Grabber Green, the helicopter pilot advised that he was climbing from 1400 to 1900 feet ASL; the height from which they commence autorotation practices. The helicopter pilot took evasive action when he encountered the Westwind on a crossing track at close to the same altitude. The Canada Flight Supplement procedure for Portage La Prairie/Southport directs pilots to avoid the eastern sector ""D"" CZ or to cross at 2500 ASL or higher.
