Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG) (Navigation error, Conflict - loss of separation, Alleged Canadian Aviation Regulations (CARs) infraction)
Summary
1996-04-12: An operating irregularity occurred 40 NM northwest of Winnipeg between ACA 191 and WJA 102. ACA 191 departed Winnipeg enroute to Saskatoon via RAPPA6 Yorkton. WJA 102 was enroute to Winnipeg from Edmonton. The conflict occurred when WJA 102 flew approximately 7 to 8 miles south of the flight planned route, which was over AMBIL and on this new route the aircraft conflicted with ACA 191. When it was realized by the Winnipeg Enroute Controller that a conflict was in the process, attempts were made to re-establish vertical as well as lateral separation. When the two a/c passed, there was approximately 1/2 mile lateral and 3,000 feet vertical. The crew of WJA 102 advised ATC that their VOR receivers had a four to five degree error.
