Incident at St. Theresa Point, Manitoba (Incursion - runway - vehicle)

Summary

1996-02-28: Truck 86 was called off the runway at 2154Z. The truck had apparently been on the runway for 5 minutes, unknown to FSS which provides remote vehicle advisory service. The vehicle operator says he called before proceeding and also broadcast his intentions, non of which was heard by FSS. Acting/FSS spoke with St. Theresa Point Airport Manager and suggested vehicles move away from known radio blind spots before calling. If no answer, vehicle operators should telephone FSS before proceeding. Follow up action will be requested - RAEF to send official letter to Manitoba Government Airports to address requirement for vehicle transmission requirements vis-a-vis blind spots.
