Incident at DRYDEN REGIONAL ON (CYHD) (Conflict - IFR & VFR)
1997-06-06: The pilot of C-FPIO, a Piper PA-31-350 (Wildcountry Airways Ltd) was level at 7000' enroute on A4 from Red Lake to Atikokan, Ontario. At 2039Z while approximately 20 NM northwest of Dryden, the pilot reported that a PA31 had crossed in front of him at the same altitude and that an evasive manoeuvre was required to avoid a collision. Both aircraft were within radar coverage of the Dryden radar. It was noted afterwards that the VFR aircraft (C-GMDL - Fast Air Ltd.) was operating on a Winnipeg TCU discreet code assigned on departure from Winnipeg. Records show that this aircraft was proceeding to Sioux Lookout VFR at 7500'. Radar traffic information was not exchanged by the controller due to workload. Radar data indicated that both aircraft were at 6900' and passed within 1/4 mile. Both pilots stated they were flying at the appropriate altitude (7000 IFR/7500 VFR) for the direction and type of flight. Significant altimeter readings (WG 3038/ HD3008) likely cause for majority of the altitude separation loss. System Safety to follow up and develop case study on this incident.
