Incident at Portage, Manitoba (ATS operating irregularity)

Summary

1997-06-06: The pilot of GANNET 450 (G450), a T67, was on approach for a touch and go on runway 31L, was advised to anticipate a low approach due to an aircraft on the runway. G450 acknowledged. G450 was subsequently cleared for a low approach only due to the aircraft on the runway. G450 acknowledged and proceeded to do a touch and go landing. The controller waited until G450 was on the runway and under control then told G450 to stop on the runway. G450 stopped well short of the proceeding aircraft. Flight safety was not compromised and the occurrence is not being investigated.
