Incident at Thunder Bay, Ontario (Conflict - loss of separation, ATS operating irregularity)
1997-06-06: Bearskin 308 and Bearskin 383 were being vectored for an approach to runway 25 at Thunder Bay. At approximately 8 miles from touch down aircraft separation was diminished to approximately 2.5 radar miles and less than 1000 feet of vertical separation. The requirement is 3 NM and 1000 feet. This loss of separation was in part due to the Bearskin 308 which reduced speed from 210 knots down to 130 knots which of course caused the obvious closing. While the controller was in the process of sorting out this problem, Canadian Regional 1991 who was on a down wind for runway 25 and Bearskin 381 who was on a vector for 25 once again were allowed to pass with 2.56 miles of radar separation and 700 feet of vertical separation. The weather at the time was M13 OVC 15 miles VIS. TSB are evaluating.
