Incident at Fredericton NB

Summary

1996-11-27: Remarks: This occurrence took place on 96/11/26. Air Atlantic 442 cleared straight in ILS runway 15. Fredericton FSS requested the aircraft to report 4 minutes out on final because of vehicles working on the runway. The aircraft called as it was passing the NDB on final ( less than 2 minutes away) and was told vehicles still on the runway. Pilot said he would "go round". FSS took this to mean circle for runway 33. Pilot carried out missed approach procedure. Moncton ACC unaware of missed approach until aircraft appeared on frequency. Two other aircraft inbound to Fredericton were delayed approximately 6 - 8 minutes while Air Atlantic 442 completed the approach. CTASIB has been advised and will not be evaluating.
