Incident at Gander Domestic (Conflict - loss of separation, ATS operating irregularity)

Summary

1996-08-23: Aircraft: D-ABZF B747 DLH8161 Aircraft: E-CDNP B747 IBE6401 The Delta Airlines B747 was out of New York enroute to Frankfurt Main at FL330, routing in part RAFIN (1556Z) 45N/50W (1605Z). The Iberia Lineas B747 was out of Santiago enroute to Mexico at FL310, routing in part 45N/50W (1602Z) RAFIN (1611Z). DAL8161 was radar identified; IBE6401 was not radar identified and just entering radar coverage. Approximately six minutes before the estimated meet time, the controller issued descent clearance to DLH8161 to FL290. Approximately two minutes before the estimated meet time, the controller attempted to advise DLH8161 to expedite descent. Contact was established about one minute later at which time DLH8161 reported leaving FL30.5 for FL290. DLH8161 reported FL290 at the estimated meet time. IBE 6401 was radar identified after the aircraft had passed. TSB case closed.
